Direction: The Committee That Never Sleeps.
Cast: 120 “yes”, 7 “no”, 21 “maybe later” (and one guy asking where the bathroom is).
Plot: “Let’s build a court for the worst crimes,” said Humanity, while Bureaucracy replied:
      “Great. Please fill out Form CRIME-0A in triplicate and staple your conscience.”

Best scene: everyone agrees impunity is bad, then immediately invents fourteen new acronyms
to argue about what ‘bad’ means, and whose stapler is jurisdictional.
